The HIV/AIDS programme coordination is undertaken in collaboration with the following focal person in the region.
The National Strategic Plan on HIV/AIDS (MTPIII) provides the guiding framework of the multi-sectoral HIV/AIDS response in Namibia. This dictates certain areas of responsibility for the Ministry, being the Lead Agency within the Agriculture Sector.
It is against this background that the Ministry of Agriculture set up a HIV/AIDS committees to implement the Ministry HIV/AIDS interventions and mainstreaming HIV/AIDS into the aspects of the ministry’s’ core functions.
Through the impact assessments and establishing appropriate policies, the committee will ensure that the Ministry’s core functions will minimize the spread of HIV/AIDS and supports programmes which address the impact of the epidemic on their target groups. The HIV/AIDS committee will work towards establishing the workplace programme with in the Ministry.
Community Led action Against HIV/AIDS (CLAAHA)
The FSRE as operationalised under Community Action Plans provides room for CLAAHA development and implementation. CLAAHA is a participatory development and implementation of HIV/AIDs local responses in line with the Government decentralization policy, National Agriculture policy, CBNRM, MTP 3 component 4.1. CLAAHA aims at strengthening ownership of activities by the community and not necessarily generating new activities.
This process is done through CLAAHA CAPs which
are managed through Village Aids Coordinating Committees VACOC
supported by various stakeholders at Constituency (CACOC) and Regional
(RACOC) levels. Two Regions namely Caprivi and Kavango which are
having 30-40% HIV Infection Rate, piloted the CLAAHA resulting
in increased empowerment among rural communities as explained in
details in the presentation. Once funded to cover other parts of
the country vulnerable communities will benefit from the food security
potential of the CLAAHA interventions.
